The adored "FineReader" is indispensable here (ABBYY PDF Transformer does not give the same good results as the PDF converter, because it is not able to correctly determine all the blocks automatically. Let's put it this way: PDF Transformer is a stripped-down automatic version of FineReader). It would also be nice to get additional rewards for converting to text, because you spend your precious time on the recognition process, which does not always go as smoothly as we would like. But after all, the customer does not care whether you use electrodictionaries and automation tools or not. So those are your problems. :(

3. PDF is made up of images with unrecognizable text. Sorry. We print, forget about any "advanced programs", hang a piece of paper on a tablet and translate, improving our smacking skills on the keyboard.

Now, as promised, in more detail on the first point. For example, let's take a rather complicated file of a non-standard paper size with a guide to a bike harness from the Shimano website: SI-41R0F-PD-M970_540_520-EN.pdf (182 KB) .
